Yliopistolain (558/2009 § 37) mukaan tieteelliseen tai taiteelliseen jatkotutkintoon johtaviin opintoihin voidaan ottaa opiskelijaksi henkilö, joka on suorittanut:

soveltuvan ylemmän korkeakoulututkinnon
soveltuvan ylemmän ammattikorkeakoulututkinnon
soveltuvan ulkomaisen koulutuksen, joka asianomaisessa maassa antaa kelpoisuuden vastaaviin korkeakouluopintoihin.

Jos jatko-opinto-oikeutta haetaan muulle kuin perustutkinnon pääaineelle, yliopisto voi edellyttää opiskelijan suorittavan tarvittavan määrän täydentäviä opintoja koulutuksessa tarvittavien valmiuksien saavuttamiseksi.
