All degree students at UEF must fund their studies and living expenses themselves. Your primary contact for matters related to tuition fees and tuition waivers is the programme coordinator.
It is essential to ensure that you have secured sufficient funding for the entire duration of your studies before departing from your home country. UEF does not offer any financial support or aid for students facing financial difficulties and cannot provide assistance in emergency situations.
Tuition fee payments
Students selected in 2025 or 2026 intake
The annual tuition fee must be paid by August 31. The tuition fee can be paid in one or two instalments. Please review UEF’s refund policy carefully.
- If a student who is required to pay a tuition fee fails to pay the fee by the deadline, they must apply for having their study right reinstated.
- Additionally, the university is required to inform the Finnish Immigration Service (MIGRI) if a student does not start their studies or withdraws. Please be aware that student residence permits are always granted for full-time studies, and Migri reviews completed credits as well.
Students selected for UEF in 2024 or earlier will receive payment instructions from the programme coordinator.
Tuition waivers
The acceptance letter indicates whether a student has been granted a tuition waiver or a UEF Scholarship. Please note that not all students receive one. Students who have been awarded a tuition waiver or UEF Scholarship should note the following general rules:
- Master’s Programmes: Tuition waivers are granted for up to two academic years (4 semesters).
- Bachelor’s Programmes: Tuition waivers are granted for up to three academic years (6 semesters).
If students are unable to complete the studies required for their degree within the specified time frame — two academic years for Master’s students and three academic years for Bachelor’s students — they will no longer receive a tuition waiver.
Are there scholarships or tuition waivers available at UEF during studies?
The Finnish Proficiency Tuition Waiver is open to all tuition-fee-paying students who fulfill the required criteria (see details below).

To make your first payment, use the link and information provided together with your letter of acceptance. Be sure to enter the Studyinfo Learner Number / ID and student name exactly as they appear in your letter of acceptance.
- The tuition fee in Bachelor’s and Master’s degree is 10 000 € per academic year.
- The annual tuition fee must be paid by August 31.
- The tuition fee can be paid in one or two instalments.
- If paying in two instalments (1st instalment for the autumn semester, 2nd instalment for the spring semester), both instalments must be paid by August 31.
UEF will grant an Early Bird deduction of 500 € to new students who:
- Accept the study place in Studyinfo, AND
- Pay at least the first instalment (autumn) of the tuition fee via Flywire by 10 June 2026

Second year tuition fee payment
The tuition fee in the International Bachelor’s/Master’s degree programme is 10 000 € per academic year. If applicable, your letter of acceptance will indicate whether you have been granted a tuition waiver of 30% or 50%.
The annual tuition fee must be paid by August 31. The tuition fee can be paid in one or two instalments. If paying in two instalments (1st instalment for the autumn semester, 2nd instalment for the spring semester), both instalments must be paid by August 31. Deferring the start of studies, enrolment and scholarships in the first academic year
Deferring the start of studies, enrolment and scholarships in the first academic year
- Each academic year, students must register as being either present or absent in their degree programmes during the university’s registration period.
- In the first academic year, students may register as being absent only for reasons listed in section 39 of the Universities Act. The reason for the absence must be verified by means of a certificate, which must be delivered to the customer service of Student and Learning Services in accordance with the provided instructions and deadlines.
- If a student has not registered as being either present or absent during the registration period, they will be removed from the student register and they need to apply for the reinstatement of their right to study on a form and pay the processing fee for the reinstatement of their right to study.

Deferring the start of studies and scholarships, the first academic year
Partial tuition waiver and UEF Scholarships can be deferred for the following reasons:
- Statutory reasons
The reason for the absence must be verified by means of a certificate, which must be delivered to the customer service of Student and Learning Services in accordance with the provided instructions and deadlines. - Force majeure situation that affects the student personally
The student has not registered due to a force majeure situation. Such events include war, natural disaster, interruption of general energy supply, death of a close family member (spouse, children and own parents), or restrictions imposed by national legislation. The student must submit a written clarification to the coordinator.
- Lack of a residence permit
The student has not yet received a residence permit and has not yet completed any studies. NB! The residence permit must have been applied for by 31 July. The student must submit a written clarification to the coordinator.
The tuition waiver or UEF Scholarship may also be deferred for the above reasons if the student has registered as being present but has not yet completed any studies, or has completed a maximum of 5 ECTS remotely.
If the student does not have the aforementioned reasons for deferring the scholarship (statutory reasons, force majeure or residence permit), they will lose the tuition waiver/scholarship. The student can continue their studies by paying the tuition fee in full.
If the student has been granted a scholarship, they must start their studies at the beginning of the academic year following their selection (1 August) at the latest in order to keep the scholarship. If the student starts their studies more than a year later, they must pay the tuition fee in full.
Registration as being absent during studies and scholarships

Registration as being absent during studies and its impact on scholarships
- A student who has already started their studies can defer a partial tuition waiver or UEF Scholarship for the second and third (or subsequent) academic years only:
- for a statutory reason
- due to a force majeure situation that affects the student personally
If the absence is due to something other than a statutory reason or a force majeure situation, the scholarship will not be continued, but the right to study will remain.
How to apply Finnish Proficiency tuition waiver?
Please note that the Finnish Proficiency Tuition Waiver can only be applied for after you have fulfilled the requirements.
- If you complete e.g. Suomi 3 in the autumn, you can apply for the waiver in the following spring semester.
- If you complete it in the spring, you can apply for the waiver in the following autumn semester.

Finnish Proficiency Tuition Waivers
The Finnish Proficiency Tuition Waivers at UEF are aimed at incentivizing students to immerse themselves in Finnish language and culture studies. It rewards those who excel beyond the required courses outlined in their degree programme. The aim is to support international UEF students as they integrate into Finnish society and the local working environment.

1. ELIGIBILITY
The student has demonstrated proficiency in one of the following:
A) Certification-based tuition waiver (A)
Students who pass the National Certificate of Language Proficiency in Finnish (YKI-test) at intermediate level 3 or 4 (all levels) OR pass the Civil Service Language Proficiency Examination in Finnish (VKT) in written and oral skills with satisfactory skills while enrolled at UEF are eligible.
- 100 % tuition waiver for the next semester’s tuition fee (one semester, autumn or spring). The value of the one semester 100 % tuition waiver varies by programme, depending on the tuition fee, and ranges from €4000 to €5000.
B) Study-based tuition waiver (B)
To be eligible, students must demonstrate A2.2 level proficiency in Finnish by passing the “SUOMI 3” course or a higher-level course while enrolled at UEF.
- 50% tuition waiver for the next semester’s tuition fee (one semester, autumn or spring). The value of the one semester 50 % tuition waiver varies by programme, depending on the tuition fee, and ranges from €2000 to €2500.
The student is eligible to apply for The Finnish Language Tuition Waiver only from one of the categories (A or B). The Finland Proficiency tuition waiver can be awarded only once (A or B), and for one semester (autumn or spring).
- The Student is currently enrolled in either an international Bachelor’s or Master’s degree programme at the University of Eastern Finland.
- The Student is liable for tuition fees: Citizens of non-EU/EEA countries who do not have permanent residence status in the Finland are liable for tuition fees.
- The student must not have already been awarded a 100% tuition waiver (e.g., UEF Scholarship).
- The student’s language of secondary education is not Finnish or Swedish, and at the start of their studies they have limited or no command of Finnish.
- The student has actively pursued their studies at UEF during either their first or second academic year, as evidenced by their study register.
- The student has not previously been awarded a Finnish proficiency tuition waiver from UEF.
- The student must have shown improvement or undergone testing of their Finnish language skills while enrolled as student at UEF. Any language-related achievements or activities before their enrolment at UEF will not be considered.
2. HOW TO APPLY?
Tuition waivers are applied:
- November 15-December 15 for the spring semester
- June 15-August 15 for the autumn semester
Students must apply for the tuition waiver by these specified deadlines. The decision will be made by 15 September for the autumn semester, and 15 January for spring semester, at the latest. If the student is eligible for the Finnish Proficiency Tuition Waivers A or B, the tuition waiver will be granted. Please note: Clear documentation and evidence are required for the application.

Study-based tuition waiver (B), Suomi 3 or higher-level course: You can download your official digitally signed transcript of records from Atomi, which you can find in Peppi. Kindly note that it’s possible to apply for the Finnish Language Tuition Waiver even though the grading of the Suomi 3 course or a higher-level course is still in a process, or the results are not yet available in Peppi. In this case please, take a screenshot of your course registration, and download it to the e-form.
- If you complete Suomi 3 in the autumn, you can apply for the waiver in the following spring semester.
- If you complete it in the spring, you can apply for the waiver in the following autumn semester.
Important: Registering for a course does not make you eligible for the waiver. For instance, if you register for Suomi 3 in the spring term, you cannot apply for the waiver for that term. You would need to apply for the waiver in the next autumn term instead.
3. LIMITATIONS
The Finnish language courses must be completed in order. A student cannot participate in two courses of different levels at the same time. If you have previously studied Finnish, please take UEF Language Centre’s placement test in order to find a suitable course for your level. Completing the path from Finnish 1A to Finnish 3 takes 1.5 to 2 years. There are several groups of the courses organized during the academic year, but there are limited number of seats in some of the groups in Finnish language courses.
Kindly note, that tuition waivers cannot exceed 100%, which is the maximum allowable amount. This means that no more than the full tuition for one semester (autumn or spring) can be waived.
For example, if a student already has a 50% tuition waiver and they receive a 100% Finnish Language Tuition waiver, the total waiver will still be capped at 100% of the semester’s tuition (not 150%). Any extra waiver beyond 100% will not be compensated or paid, nor can it be applied to future semesters.
The Finnish Proficiency Tuition Waiver is always applied for the following semester.
For example, if a student has paid for the autumn semester and applies for a tuition waiver by December 15, the waiver will be granted for the spring semester, not the autumn semester. However, if the student has paid for both the autumn and spring semesters and applies for a tuition waiver for the spring by December 15, they may request a refund for the spring semester after the tuition waiver is granted, for the amount covered by the waiver.
It is not possible to apply for this tuition waiver retroactively. Only language courses completed at UEF are eligible.
How to apply an extension to the tuition waiver?
A student may apply for an extension to the tuition waiver if their studies or graduation is delayed due to reasons beyond their control. In such cases, the student may be granted an extension to a previously awarded tuition waiver.
- The student must apply for the tuition waiver themselves.
- Tuition waiver periods can be granted in months, with a maximum of two semesters at a time.
- The tuition waiver may cover the tuition fee in part or in full.
