Extensions to evaluating study attainments

The Academic Rector has decided that the authority given to individual teachers to decide on their teaching for the duration of the exceptional circumstances also pertains to defining the time in which exams and other assignments are assessed and their results published.

Teachers can now, at their own discretion and for compelling/justified reasons, deviate from the Study Regulations’ three-week time limit and possibly granted one-week extension, while taking reasonability into consideration. In other words, teachers can take extra time for assessing exams and assignments and for publishing their results.  However, students must always be notified of the matter as well as of when their results will be published.

The Social Insurance Institution of Finland, KELA´s, meal subsidy for students is €1.94 per meal. The subsidy is deducted from the price of the meal at the student restaurant. You pay the discounted price, which is available only in participating student restaurants. The subsidy is available for one meal per day. Please present a valid student ID card at the cashier (digital student cards also accepted).

University of Eastern Finland closes its facilities and moves to online teaching and remote work

The University of Eastern Finland will close its campuses and moves all teaching online, in accordance with the instructions issued by the Finnish Government on 16 March. All facilities of the University of Eastern Finland will be closed on Tuesday 17 March 2020.

The Government has announced, in cooperation with the President of the Republic, that there is a state of emergency in the country as a result of the coronavirus outbreak. The aim of the measures is to protect the population and to safeguard the functioning of society and the economy.

Section 58 of the Infectious Diseases Act is applied to the universities. The primary objective is to prevent the disease from spreading. This means that all unnecessary visits to the university’s campuses are prohibited. Access badges will remain operational, but it is allowed to come to the university only when absolutely required by the duties.

All facilities of the University of Eastern Finland will be closed on Tuesday afternoon, 17 March 2020, at 16.00 (4 pm). This also applies to the University of Eastern Finland Library and to the campus restaurants. The library will continue to service its customers via electronic channels. Information about possible locations where take away meals can be purchased in the student restaurants will be made available to the students separately later.

Despite closing its doors, the operations of the University of Eastern Finland will continue. Teaching and supervision will be provided, to the greatest extent possible, by using alternative methods, such as distance learning, various digital learning environments and solutions and, where necessary, independent learning solutions.

Staff members will start working remotely from their homes. Only critical and necessary duties pertaining to research, online teaching and supporting services will continue to be performed in the university’s facilities. Staff members should contact their own supervisor in all questions relating to work arrangements and remote work

The activities of the Finnish Student Health Service, FSHS, will continue in the facilities of the Joensuu and Kuopio campuses. The FSHS will inform students of any changes to its services separately

Pre-primary education and contact teaching for grades 1–3 will continue to be organised in the teacher training school for the children of parents working in sectors critical to the functioning of society.

With regard to the University of Eastern Finland Pharmacy, the instructions relating to pharmacies and health care will be followed. Information on teaching arrangements:

The University of Eastern Finland will switch fully to distance studying and close its campuses in accordance with the instructions given by the Finnish Government on 16 March. We will aim to

secure our students’ graduation within the normative duration of studies, and all teaching staff is obliged to find different ways of organizing teaching.

In this bulletin, we have gathered guidelines and recommendations which we hope will ease your work under these exceptional circumstances.

Distance teaching

· All teaching will be conducted as distance teaching. This applies to public defences of doctoral theses as well.

· Due to possible issues with capacity, lectures ought to primarily be carried out as recordings instead of streaming.

· In Teams, a joint, open to all, group ”UEF IT etätyö ja etäopetuksen tuki” has been created to provide IT-support for distance teaching and distance working. There is also a peer network for teachers in Teams. · Oppitupa and IT Services provide support at [email protected].

· For the time being, teachers’ support services are also on call on the evenings and weekends.

Teachers in charge of study units:

The Board of the University of Eastern Finland has decided that the teachers, who carry a primary responsibility for individual study units, have the authority to decide the methods in which said study units are taught and how those study units are evaluated.

The Board’s decision also states that the teacher in charge has the authority to alter the evaluation scale when alterations to teaching methods are made.

Checklist for teachers:

· Plan and execute changes in relation to the learning outcomes of a study unit

· If need be, consult the person responsible for the subject / the school’s (vice) head of the department

· Make sure that changes to the WebOodi study unit descriptions as well as course data are made as soon as possible

· Inform the students, who have registered for the course, about the changes on WebOodi

· In accordance with the unit’s guidelines, students are notified through other means as well (e.g. Yammer or study communities)

· The teacher produces a written document about changes in teaching modes as well as possible changes to the evaluation scale (e.g. an email will suffice)

· The teacher sends the decision about the changes to the amanuensis/training coordinator/study secretary, who compiles the changes and forwards them to the person in charge of the curriculum (Henni Nevalainen, Kaisa Laitinen, Mervi Silaste, Minna Paronen, Lauri Tolkki)

Entrance examinations:

· We are trying to reach a nationwide policy amongst all universities in order to treat all applicants equally.

· Principally, all admissions are carried out in accordance with the admission requirements.

· More information about arranging the entrance examinations will be provided at a later date.

Bulletin about certificates

Degree certificates and other similar certificates will be awarded also when the university’s facilities are closed. The student needs to submit his or her application electronically. The application for a Bachelor’s or a doctoral degree is submitted electronically in e-Services, and the application for a Master’s degree on an electronic form. At the Faculty of Health Sciences, the application for a Bachelor’s or a Master’s degree is submitted on an electronic form, and the application for a doctoral degree is applied for in e-Services. Certificates are sought to be prepared so that they can be mailed to the student within three weeks; however, the delivery may take longer. Further instructions will be made available in Kamu later.

This message is distributed to all students of the University of Eastern Finland. Take note of the issues that pertain to you. The unusual situation we are currently in has raised many questions and caused worry in all of us, and we wish to provide you with advice and guidelines by communicating with you openly.

We request that you read our instructions carefully and follow our directions. In doing so, we can act preventatively and affect the spread of the coronavirus in our university community. In North Karelia and Northern Savonia, there are currently only 4 verified cases.

All students are in an equal position in the UEF community. Even in such an exceptional situation, everyone is treated the same.

The University of Eastern Finland will move all of its teaching online and will close its campuses in accordance with the instructions given by the Finnish Government on 16 March.

The university’s facilities will be closed on Tuesday afternoon, 17 March 2020 at 16.00 (4 pm). This also applies to the University of Eastern Finland Library.

University of Eastern Finland gives teachers authority over their teaching

Due to the coronavirus situation, the Board of the University of Eastern Finland decided on 13 March 2020 that the UEF University Regulations will be temporarily amended so that teachers in charge of courses can decide on changes to the ways their courses are organised and evaluated.

“By changing the way teaching and exams are organised is our way of responding to the coronavirus situation as smoothly as possible,” says Miia Turtiainen, Director of Student and Learning Services.

Under normal circumstances, these kinds of changes should be decided by the Faculty Councils but, due to the situation, the university wishes to minimise bureaucracy.

According to Turtiainen, the way a course is organised can be changed from, e.g., in-person teaching on campus to a recorded lecture or to a lecture organised online.
“Exams can also be changed to independently completed assignments that do not require physical presence on the campus.”

Changes can be made to ongoing courses and, indeed, they can be expected already in the week starting on 16 March. Teachers and units in charge of courses will directly inform course participants of any possible changes.

Turtiainen emphasises that it is not possible to move all teaching and exams online.
“When it comes to taking exams on campus, we seek to make sure that there is enough distance between the students, and we will take care of matters relating to hygiene. Of course, no one should come to an exam if they have a fever or are feeling otherwise ill.”

For the time being, the university recommends that its staff members do not organise gatherings of more than 10 people. This, however, is not directly applicable to teaching.

“We are, however, encouraging our teachers to start using alternative ways to organise their courses, whenever this is possible.”

Instead of the teacher in charge of the course, the decision on the way teaching is organised can also be made by the Dean or the Vice-Dean. When the situation becomes normal again, the Rector will decide on the termination of this temporary authority given to teachers.

Campus restaurants’ coronavirus guidelines

News bulletin from Compass Group, the provider of campus restaurant services, 13 March 2020.

The health and safety of our employees, customers and consumers is our highest priority. We consider guidelines issued by authorities a minimum requirement. In addition, we are proactively adjusting our operations on a daily basis to ensure the security of our customers and employees.

Updated guidelines for our restaurants

1. We tell the customers to wash their hands before eating

2. We try to ensure that hand sanitiser is always available

3. We replace utensils more often and adjust the presentation of food

4. We recommend that customers keep a one-metre distance from others

5. We make sure that the number of people in the room at one time does not exceed 500

Other policies to ensure security and reliability

  • We have already strengthened our daily disinfection practices in all locations and ensured the availability of sufficient protective equipment, detergents and disinfectants. We have also updated our guidelines for providing services in exceptional situations.
  • We are trying to find alternative means to ensure the availability of food and service. Examples of this include portioning of food, single-serve packaging and distribution of food from our production kitchens. Our Account Managers or restaurant managers will contact our customers directly to discuss best possible practices.
  • We have also cancelled all international business trips. From now on, we will hold our internal meetings virtually and will not participate in large public events
  • Our internal Covid team is regularly monitoring the situation in Finland and around the world, and we are sharing best practices among countries.
