Study communities

Each student belongs to a study programme-specific Study Community. In study communities you will find information on studies and a discussion forum. Study communities complement the general Kamu Student Handbook information with programme-specific instructions such as structure and format of written work.

Study communities are built in the Office 365 environment either as Sharepoint workspaces or Viva Engage social networking service, both of which require a login with UEF username. Study communities are open to all the UEF students and staff members and everyone can choose which study communities they want to join. Typically, students follow the study community of their study programme and, if applicable, study community of their minor studies.

How to login to a Study Community

  1. Example of how to login to a Study Community.Find your Study Community on the list
  2. Type your UEF username
  3. Click Next and you will be directed to the UEF login page.
  4. Type your UEF username and password and click OK
  5. You enter a Study Community.

After you have found your Study Community, click Follow to find it easier in the future. Similarly, Join a Viva Engage group(s) of your choice. See picture below.

Click Follow in the right corner of the SharePoint or Join Group on Yammer.

Annual registration – enrolled degree students

NOTE! Citizens outside the EU/EEA/Switzerland studying in bachelor’s and master’s degree programmes are required to pay tuition fees. If you are required to pay tuition fee, you should pay the fee before you register as present for the next academic year. If you have questions regarding the tuition fee, contact your programme coordinator.

These instructions apply to enrolled degree students (i.e., you are already studying at UEF and continuing your studies in your second year or later). If you are a first-year student, see registration instructions for new students.

Who must register

You must register annually as present or absent if you are:

  • a bachelor’s or master’s degree student, or you have a combined study right leading to both a bachelor’s and a master’s degree
  • student completing a postgraduate scientific degree (doctorate or licentiate).

Registration period

  • The registration period for the academic year starts on 1 June and ends on 15 September.
  • If you register for the spring semester only, the registration period is 1 November – 15 January.

Register in the Oili registration service

Register electronically in the Oili registration service (opens in a new tab). Log into Oili with your UEF username.

  • Use the format [email protected] (without the word “student”, which is part of your email address).
  • Your registration information will be transferred to Peppi.
  • You can register in Oili only during the registration period.

Registration is study right specific. If you have more than one active study right, you can register as present or absent for all of them or, e.g., as present for one and as absent for another.

Registration is also term-specific. This means that you can register as being absent for one semester and present for another. Remember to take the normative duration of studies into consideration.

Registration is study right specific

In Peppi, registration is study right specific. If you have more than one active study right at UEF, register as present or absent for each one in Oili.

If you register as present for more than one study right, you only pay the student union membership fee once.

If you receive a new study right

If you already have an active study right at UEF and you receive another degree study right, do the following:

  • Register for the new study right in the same website you use to accept the offered study place
  • Contact the Student and Learning Services’ customer service. In your message, state whether you want to register as present or absent to your first study right. Student and Learning Services will save your registration for the first study right.

If you register for your first study right first:

  • contact the Student and Learning Services’ customer service. In your message, state whether you want to register as being present or absent to your new study right. Student and Learning Services will save your registration for the new study right.

Registering as present

In most cases, you should register as present. Only if you register as present can you participate in teaching and practical training, take exams and complete a degree. In addition, only present students are eligible for student financial aid. You must also register as present for any period you spend abroad as an exchange student.

Under the Universities Act, bachelor’s and master’s degree students are members of the Student Union. Therefore, you must pay the Student Union membership fee when you register as present.

  • The Student Union membership fee for the full academic year 2026–2027 is €73.
  • For the autumn semester only, the fee is €36, and for the spring semester only, €37.

For licentiate and doctoral students, the Student Union membership is voluntary.

  • For the 2026–2027 academic year, the Student Union membership fee for licentiate and doctoral students in 56 €.
  • For the autumn semester only, the fee is 27,50 €, and for the spring semester only, the fee is 28,50 €.

Registering as absent

You can register as absent if:

  • you do not intend to attend any courses, complete any studies or complete your degree during the academic year.
  • you have a statutory reason for absence,
    • participation in military or non-military service
    • being on maternity, paternity or parental leave.

If you register as absent on the basis of a statutory reason, the duration of your studies can be extended for the statutory absence period:

  • You must register as absent within the registration period in the Oili registration service (opens in a new tab).
  • You must provide Student and Learning Services’ customer service with a document proving the statutory reason for your absence.

Changing your registration status

  • You can change your status from present to absent only before the semester in question starts, during the registration period and only by contacting Student and Learning Services’ customer service.
  • You can change your status from absent to present during the registration period in Oili, or at any time during the academic year by contacting Student and Learning Services’ customer service.

Healthcare fee for students in higher education

If you are registered as present and you are completing a bachelor’s or master’s degree in Finland, you are entitled to use the services of the the Finnish Student Health Service (FSHS/YTHS) (opens in a new tab) and you must pay the healthcare fee for students in higher education (opens in a new tab) to Kela (the Social Insurance Institution of Finland) by the due date.

  • Kela will not send you a bill. You must pay the fee on your own initiative in the Kela e-service for each term.
  • You must pay the fee even if you do not use FSHS services, do not receive student financial aid, study abroad, or study remotely outside Finland.
  • The due date is determined based on the date on which you register as present.

You do not have to pay the healthcare fee if you have social security coverage from another EU/EEA country, from Switzerland, or from Great Britain and Northern Ireland. In this case, you must still contact Kela.

If you cannot register in the Oili registration service

Registering through Oili is the primary means of registration. If you cannot register in Oili, contact Student and Learning Services’ customer service (contact information below).

If you are a bachelor’s or master’s degree student, and wish to register as present, you can ask for the payment details for the Student Union membership fee from the Student and Learning Services’ customer service and pay the fee at your bank or through mobile banking. Alternatively, you can pay the fee at the Student Union offices (opens in a new tab). If you register this way, you must present the receipt for the payment to the Student and Learning Services’ customer service either in person or by email/postal mail (contact information below).

If your UEF account password has expired, you cannot register in Oili. Make sure to change your password before it expires. Here you can find the instructions for changing your password (opens in a new tab).

Studying abroad and registration

If you study abroad as an exchange student during the academic year, register as present at UEF for the duration of your studies abroad. This is because the courses you complete abroad are included in your UEF degree.

Registration for double degree and joint degree students

If you are completing a double degree or joint degree, you must register annually in the same way as other degree students. You must register as present for the entire duration of your studies.

The degree programme may apply to the Student Union for an exemption from the Student Union membership fee for the semesters during which you study abroad at a partner university.

Tuition fee-paying students

If you are required to pay a tuition fee, you must pay it before you can register as present for the academic year. Your annual registration may be revoked if you do not pay the tuition fee by the deadline.

  • The tuition fee payment deadline is 31 August.

If you forget to register

If you do not register as present or absent during the registration period, you must apply for reinstatement of your right to study before you can continue your studies. Apply for reinstatement via Student and Learning Services’ customer service.

If you register after the registration period has ended, you will be charged a €50 handling fee. The handling fee is stipulated in the Ministry of Education decree 1082/2009.

Registering as absent

Register for each of your active study rights every academic year — either as present or absent. You do this in the Oili registration service during the registration period.

What registering as absent means

You can register as absent if you do not plan to complete any studies at the university during that semester. You must still register during the registration period, even if you are registering as absent.

When you are registered as absent, you:

  • cannot take any courses or sit any exams during that semester
  • do not pay the Student Union membership fee or the healthcare fee for higher education students
  • are not entitled to student benefits or the services of the Finnish Student Health Services (FSHS)
  • have limited access to UEF’s electronic services — you can use Peppi (the study information system), your student email, and the library’s remote e-resources

How does registering as absent affect your study right duration?

You can register as absent for up to two semesters (one full academic year) without that time counting towards your study right duration.

If you register as absent for more than two semesters, the additional semesters use up the duration of your study right the same way registering as present does.

Note: If your study right started before 1 August 2015, you can register as absent for up to four semesters without the time counting towards your study right duration.

Statutory absences may extend your study right

In addition to regular absence, the Finnish Universities Act defines specific statutory reasons for absence. If you register as absent for a statutory reason, your study right duration may be extended — even if you have already used up your regular absence semesters.

The statutory reasons for absence are:

  • military service, non-military (civilian) service, or women’s voluntary military service under Finnish law
  • maternity, paternity, or parental leave due to the birth or adoption of a child

Important exception: If you have been granted an extension to your study right (i.e., you are on additional time), registering as absent will not extend your study right further, but will use your study time — not even for a statutory reason.

How to register as absent for a statutory reason

  1. Register as absent in the Oili registration service during the registration period.
  2. Send or bring a document proving your statutory reason for absence to the Student and Learning Services’ customer service (contact information at the bottom of this page).

Deadlines for submitting your document:

  • Full academic year or autumn semester only: 30 September
  • Spring semester only: 31 January

If you know that you will receive your document only after the deadline, contact the Student and Learning Services by email before the deadline to let them know. This way, they will know to expect your document.

Keep in mind:

  • You can register as absent for a full semester due to a statutory reason, even if the statutory reason covers only one day of that semester.
  • Documents proving a statutory reason for absence can be in Finnish, Swedish, or English.
  • You cannot register as absent after the registration period has ended, and your registration cannot be changed from present to absent after the deadline.
  • If a statutory reason for absence arises after you have already registered as present, your registration will not be changed. However, the statutory reason may be taken into account if you later need to apply for an extension to your study right.

Important information for first-year students

If you are a first-year student and want to register as absent, you must have a statutory reason for your absence. If you do not have a statutory reason as defined in the Universities Act, you must register as present for your first academic year.

Submit your document on time

Send or bring your document proving the statutory reason for absence to the Student and Learning Services’ customer service (contact information at the bottom of this page):

  • Full academic year or autumn semester only: by 30 September
  • Spring semester only (students admitted in the autumn intake): by 31 January

If you do not submit your document by the deadline, you will forfeit your study right. You can later apply to have your study right reinstated — this does not require you to go through the student admission process again.

How long can you be absent in your first year?

  • If your statutory reason covers at least one day of the academic year, you may register as absent for the entire academic year.
  • If the statutory reason covers only one semester, you can choose to register as absent for the full year, or register differently for each semester (e.g., present for autumn and absent for spring, or vice versa).
  • However, only the semester that your statutory reason actually covers will be marked as statutory absence. For example, if your statutory reason covers only the autumn semester and you also register as absent for the spring semester, the spring absence will be recorded as regular absence, not statutory absence.

If you cannot travel to Finland to start your studies

If you do not have a statutory reason for absence but are unable to travel to Finland, you must still register as present. In this case, you complete the registration remotely by sending the following documents to the Student and Learning Services’ customer service (contact information at the bottom of this page):

  • a copy of your passport
  • the completed registration form
  • a receipt of the Student Union membership fee payment

Statutory reasons for absence and required documents

1. Military service, non-military service, or women’s voluntary military service

This applies to service under Finnish law: the Conscription Act (1438/2007), the Non-Military Service Act (1446/2007), or the Women’s Voluntary Military Service Act (194/1995).

Required documents:

  1. Before your service starts: Send or bring a copy or photo of your call-up order (Finnish call-up orders only) to the Student and Learning Services’ customer service. The document must show that the service takes place during the academic year in question.
  2. After your service ends: Send or bring a copy or photo of your military passport or service certificate. Based on this, the actual dates of your statutory absence will be recorded in the student register.

2. Maternity, paternity, or parental leave due to the birth or adoption of a child

Required documents:

  • A copy or photo of a decision from Kela (the Social Insurance Institution of Finland) regarding your maternity, paternity, or parental allowance period, or corresponding official documents from the authorities of another country regarding statutory parental leave.
  • Paternity leave can only be verified with a Kela decision on paternity or parental allowance.
  • International students: Submit a medical certificate regarding the pregnancy.

Childcare leave (hoitovapaa) beyond the statutory parental leave period is not statutory absence.

3. First-year student: illness or injury preventing the start of studies

This statutory reason applies only to first-year students.

Key difference from other statutory reasons: Registering as absent due to illness or injury gives you the right to be absent in your first year, but it does not extend your study right duration. This absence will count towards your regular absence semesters.

Required documents:

  • A sickness allowance decision, or if no decision exists, a medical certificate. The medical certificate must state which illness or injury you have and confirm that it prevents you from starting your studies in your first year. A copy or photo is sufficient.
  • If your absence is due to practical obstacles caused by your illness or injury (e.g., waiting for accessible housing), provide adequate documentation — for example, a certificate from the student housing foundation confirming that you are on a waiting list for an apartment required due to your injury. Your own statement alone is not sufficient. The documentation must also explain how the situation will be resolved. Since an injury is a permanent condition, you must demonstrate a temporary obstacle related to it.

Please note:

  • If you register as absent on this basis, you cannot complete any studies during that period, even if you receive sickness allowance for students (which normally allows studying at approximately 40% of the regular credit load).
  • Registering as absent due to illness or injury does not extend the study right. A first-year student may register as absent due to illness or injury but their study right will not be extended as is the case with the statutory reasons above. Registering as being absent due to illness or injury will use up regular periods of absence excluded from the normative duration of studies.
  • This reason for absence applies only to first-year students.

Registration as absent can be changed to present at any time during the academic year

During the registration period:

  • Change your registration in the Oili registration service (opens in a new tab) by paying the Student Union membership fee using your personal online banking codes.
  • Tuition-fee-paying students (Bachelor’s or Master’s programmes): You may not be able to make this change in Oili. Contact the Student and Learning Services’ customer service (contact information at the bottom of this page) for assistance.

Outside the registration period:

  1. Request the payment details for the Student Union membership fee from the Student and Learning Services’ customer service.
  2. Pay the membership fee.
  3. Send proof of payment to the Student and Learning Services’ customer service by email or in person.

You can only change your registration from present to absent beforehand during the registration periods

  • Full academic year or autumn semester: 1 June – 15 September
  • Spring semester: 1 November – 15 January

Contact the Student and Learning Services’ customer service to make this change — you cannot do it yourself in Oili. Changes from present to absent are not possible outside the registration periods.

Student Union membership fee refund: You can apply for a refund of the Student Union membership fee from the Student Union ISYY. Submit your refund application:

  • For the full academic year or autumn semester: by the end of September
  • For the spring semester: by the end of January

Introduction to international studies

As a UEF degree student, you can go on student exchange, get a traineeship abroad, and/or internationalise yourself at your home campus.

University of Eastern Finland is involved in a number of international exchange programmes including hundreds of universities across the world. In addition, our university has signed co-operation agreements with dozens of universities across the world. More detailed information on student exchange programmes is available under the heading Exchange options and exchange destinations.

In addition to interesting courses, exchange students gain new experiences, friends, language skills, and confidence. Your studies will be recognised by your home university, so studies abroad do not normally postpone your graduation.

The Applying and Practical Arrangements section discusses matters related to, for example, applying for studies abroad, financing your studies, and the recognition of studies completed abroad. The section also contains the required forms and various useful checklists, so you should read it carefully when planning your studies abroad.

International traineeships offer students the chance to acquire useful contacts, gain work experience and language skills, and learn the customs and corporate culture of the destination country.

Tutoring international students is a fantastic way to internationalise yourself at UEF – to gain international experience without leaving your home university.

Student Union membership fees

ISYY, the Student Union of the University of Eastern Finland (opens in a new tab), looks after the students’ rights and interests. ISYY operates on both the Joensuu and Kuopio campuses.

Bachelor’s and master’s degree students’ membership fee

If you are a bachelor’s or master’s degree student, you are a member of the Student Union under the student union act. You pay the Student Union membership fee annually when you register as present.

If you simultaneously hold a valid bachelor’s and/or master’s degree study right as well as a doctoral or licentiate study right, you are a member of the Student Union and pay the bachelor’s/master’s degree membership fee when you register as present.

If you have more than one study right at the same level (bachelor’s or master’s) at the University of Eastern Finland, you only need to pay the Student Union membership fee once, even if you register as present for more than one study right.

As a Student Union member, you can get a student card (opens in a new tab) and are entitled to various membership benefits (opens in a new tab) such as discounts on long distance train tickets and bus fares as well as in student cafeterias on campus. Students may also use the student card in Tuudo.

Note for first-year students: If you are a first-year bachelor’s or master’s degree student, you must register as present and pay the Student Union membership fee for the whole academic year. You may only register as absent if you have a statutory reason for doing so. You can find more information on registering as absent in the first year in Kamu.

Student healthcare services and healthcare fee for higher education students

If you are a bachelor’s or master’s degree student registered as present at a Finnish higher education institution, you are entitled to use the services of the Finnish Student Health Service (FSHS) (opens in a new tab) and must pay the healthcare fee to Kela (the Social Insurance Institution of Finland) by the due date.

NOTE! International exchange students are not entitled to student healthcare services.

You will not be exempted from paying the fee even if you, e.g., do not use the services of the FSHS, do not receive student financial aid or are studying abroad. You must pay the fee even if you are studying remotely and are not based in Finland.

However, you do not have to pay the healthcare fee if you have social security coverage from another EU/EEA country, from Switzerland, or from Great Britain and Northern Ireland. In this case, you need to prove this to Kela. Despite not paying the fee, you can use the FSHS’s services.

Kela will not send you a bill for the student healthcare fee. You pay the fee on your own initiative in the Kela e-service for each academic term.

The due date for paying the student healthcare fee is determined based on the date on which you register as present.

Exchange students’ membership fee

As an exchange student at UEF, you are welcome to join the Student Union, but you are not required to do so. To become a member, you pay the Student Union membership fee. For the 2026–2027 academic year, the voluntary fee is:

  • Full academic year (from 1st of August to 31st of July): 73 €
  • Autumn semester only (from 1st of August to 31st of December): 36 €
  • Spring semester only (from 1st of January to 31st of July): 37 €

NOTE! International exchange students are not entitled to student healthcare services.

Doctoral students’ membership fee

If you are a doctoral or licentiate student registered as present, joining the Student Union is voluntary. For the 2026–2027 academic year, the voluntary fee is:

  • Full academic year (from 1st of August to 31st of July): 56 €
  • Autumn semester only (from 1st of August to 31st of December): 27,50 €
  • Spring semester only (from 1st of January to 31st of July): 28,50 €

You can pay the fee upon annual registration during the registration period in Oili or afterwards by contacting the Student and Learning Services’ customer service (contact information at the bottom of the page).

Student benefits for doctoral students

As a doctoral or licentiate student, you are entitled to a student discount from VR. To get the discount, you need a valid student card with the VR logo. Frank, Slice, and Tuudo all have the VR logo on their digital student cards.

As a doctoral or licentiate student, you are not entitled to:

  • subsidised meals (Kela meal subsidy)
  • student health services (FSHS)
  • discounts on buses

The membership entitles you to use the services of the student union and to join events organized by the Student Union. You can also get student discounts in various shops, theatres, hotels and restaurants. Contact the Student Union for information on student benefits for postgraduate students (opens in a new tab).

Student card for doctoral students

To use student cards from Frank or Slice (opens in a new tab), you need to pay the Student Union membership fee. You can also use Tuudo student card.

Non-degree students who can join the Student Union

As a rule, if you are completing non-degree studies (e.g., training for a specialisation in medicine, flexible study right), you cannot join the Student Union. However, the Student Union may choose to accept non-degree students as members with an official decision.

The Student Union of the University of Eastern Finland has decided to accept the following student groups as members. If you belong to one of these groups, you may join the Student Union if you choose.

Students in specific certificate and qualification programmes

If you are studying full-time in one of the following programmes, you can join the Student Union:

  • certificate programme for special education teachers
  • certificate programme for kindergarten special education teachers
  • certificate programme for kindergarten teachers (75-credit programme)
  • qualification studies for career counsellors
  • multidisciplinary study programme in basic education (separate study right).

The membership fee is €73 for the full academic year, €36 for the autumn semester, or €37 for the spring semester. You are entitled to the Kela meal subsidy and student discounts on trains and long-distance buses (Matkahuolto), but you are not entitled to FSHS services.

Students with an alumni study right

If you have activated your alumni study right after graduation, you can join the Student Union. The membership fee is €56 for the full academic year, €27.50 for the autumn semester, or €28.50 for the spring semester. You are not entitled to the FSHS services, Kela meal subsidy, or student discounts on trains and long-distance buses (Matkahuolto).

Healthcare fee for non-degree student groups

Because these student groups are not entitled to FSHS services, you do not pay the healthcare fee to Kela.

Voluntary fees

Sykettä sports services (opens in a new tab) are at your disposal after paying the sports fee at the ISYY office or on the SYKETTÄ webpage. NOTE! Not available to alumni study right students!

If you would like to support the development activities of the National Union of University Students in Finland (SYL) (opens in a new tab), you can do this by transferring a sum of your choice to SYL’s fundraising account.

Bachelor’s or master’s degree study right in another university in Finland

If you hold a bachelor’s or master’s degree study right at another Finnish higher education institution and have paid the Student Union membership fee there, you still need to register normally at the University of Eastern Finland. If you register as present at UEF, you also pay the ISYY membership fee.

Student: Using Turnitin plagiarism detection software on Moodle prior to officially submitting your thesis for examination

Upload your thesis to Moodle for your supervisor to perform plagiarism detection on it.
Your supervisor will review the plagiarism detection report. If everything is OK, your supervisor will send you an email and gives you permission to officially submit your thesis for examination on UEF // E-services.

Student: Submitting thesis for examination

Once your thesis has passed plagiarism detection, create a PDF/A file of it. See instructions on video Exporting a Word document to accessible PDF/A. Thesis file name: SurnameFirstnameYear.
Submit your thesis for examination by using UEF//E-services. If your thesis is a co-authored one, your co-author will receive a request to approve the thesis submission. The co-author must approve the request for the submission process to begin.
The system will notify you of the successful submission. If you don’t receive a confirmation e-mail, contact the thesis secretary in your department.
Enter the name and email address of the supervisor who performed plagiarism detection on your thesis (please, make sure that you have the right e-mail address) and add the names of other supervisors. Please follow the instructions given by your own faculty.
Fill out all the fields of the form. This information will be transferred to the official documents, so please make sure your spelling is correct.
Select the level of access to your thesis, the UEF Library recommends Open Access publishing. Further information in Publishing
If you select that the decision relating to the examination and grading of your thesis can be communicated to you electronically, you will receive workflow emails to your student.uef.fi email address from UEF//E-services ([email protected]).

Supervisor: Presenting the examiners

The supervisor presents the thesis examiners, selects the numerical grading scale and the language of the decision to be used.
If the thesis is OK, the supervisor chooses: “the work can be taken for inspection”. By adding a decision-maker, the work will proceed to the examination process.
In cases where the thesis submitted for examination is deemed inadequate, the supervisor chooses
the option “The thesis examination process cannot be started” and the process will be suspended.

Head of the department/school: Decision on examiners

Head of the department/school may either approve or reject the supervisor’s proposal for examiners.
When approved, the system automatically sends the examiner decision and thesis to the examiners and student.

Examiners: Preparing a statement and a grade proposal

The examiners upload the statement to the system or send it to the thesis secretary. The statement is in PDF/A file format.

Student: Responding to the examiners’ statement and grade proposal.

Once the student is notified of the examiners’ statement and grade proposal, she/he responds via the form on E-services. If the student is dissatisfied, she/he includes a written statement (a rejoinder). The student has the following options to choose from: accept/suspend/rejoinder and in co-authored theses: dispute.
NB: The examination process will not proceed unless the student responds to the statement.

Thesis secretary: Preparing the evaluation decision

After the student has responded to the statement, the thesis secretary prepares the evaluation decision for the head of the department/school.

The Head of the department/school: Grading of the thesis

The head of the department/school shall judge the thesis based on the statement of the examiners or shall make a suspension decision if the student so requests. If the grade proposals are not consistent or the student does not accept the grade proposal, the head may, at her/his discretion, appoint a third examiner. The student will be notified of the decision on the grade by e-mail.
A student who is not satisfied with the evaluation decision may apply to the appeal board of the University of Eastern Finland for a correction in writing within fourteen days of the decision being notified.

Thesis secretary: Entering the thesis in the study register

The thesis secretary enters the graded thesis in the study register. The head of the department/school makes the final decision on the thesis evaluation and is thus marked as the assessor.

The Library: Publishing of the thesis

The thesis will be published by the library with the level of access selected by the student. If you choose Open Access, the UEF Library makes the thesis publicly available online. The thesis can then be freely accessed (read, copy, print) by anyone. You can email the library a written request to change the level of access ([email protected]).

Registration instructions for new bachelor’s and master’s degree students

These registration instructions are for you if you are a new bachelor’s and master’s degree student starting your studies at UEF. If you are an exchange student, please see registration instructions for exchange students.

The academic year runs from 1 August to 31 July. The autumn semester courses begin on 1 September 2026 and the spring semester courses on 7 January 2027. More about the academic calendar of the University of Eastern Finland.

Registration period for new bachelor’s and master’s degree students

As a first-year bachelor’s or master’s degree student, you must register as being for the whole academic year, unless you havea statutory reason for registering as absent (see chapter below: How to register as absent as a new degree student).

If your acceptance at the University of Eastern Finland was conditional (e.g., tuition fee or degree certificate), you must meet the condition before your registration can be completed. If you have questions, contact your programme coordinator.

Registration deadlines

If your study right starts in the autumn semester, the registration period is 1 June15 September. If you register late i.e. after 15 September, you must apply for reinstating your study right.

If your study right starts in the spring semester, the registration period is 1 November 15 January. If you register late i.e. after 15 January, you must apply for reinstating your study right.

How to register as present as a new degree student

If you are required to pay the tuition fee (citizens outside the EU/EEA/Switzerland studying in an international degree programme), you must pay the tuition fee before registering as being present (see further information on tuition fees.

Registration

You must register as present even if you cannot travel to Finland and start your studies on campus.

To register as present, you must:

  • pay the Student Union membership fee, and
  • fill out the registration form.

Both actions are mandatory for all bachelor’s and master’s degree students. You must register as present for the whole academic year unless you have a statutory reason for registering as absent.

You can register as present (option A, recommended) online in OILI registration service, or (option B) using the Webropol registration form or on person on campus.

Option A: Register online in OILI registration service (recommended):

  • Open 1 June – 21 August 2026 for students starting their studies in the autumn semester and 1 November – 15 January for students starting their studies in the spring semester.
  • Log in to My Studyinfo with the same confirmation link you used to confirm your study place, and proceed to the Oili registration service.
  • Register as present (i.e. attending).
  • Pay the Student Union membership fee online with a credit card through the Oili registration service.
  • Fill out the Webropol registration form (opens in a new tab). The form opens on 1 June 2026 and closes after 15 September.
    • If you are unable to fill out the form, contact the Student and Learning Services’ customer service (see contact information below).

OR

Option B: Register using the Webropol registration form or in person on campus

If, for a reason or another, you are unable to use the OILI registration service:

  • Fill out the Webropol registration form (the form opens on 1 June 2026 and closes after 15 September) or visit the Student and Learning Services’ customer service in person. Students starting their studies in the autumn semester must register by 15 September and students starting their studies in the spring semester must register by 15 January.
  • Pay the Student Union membership fee. You can find the payment instructions in the Webropol registration form or in the chapter ‘Student Union membership is mandatory for new bachelor’s and master’s degree students’ below. Attach the payment receipt to the Webropol registration form, or bring the receipt with you to the Student and Learning Services’ customer service (contact information below).
  • If you register in person, bring a valid ID to the Student and Learning Services’ customer service (contact information below).

With option A and B: After you have submitted your registration form, the Student and Learning Servives’ Customer Service will process it and you will receive an invitation from UEF Digital Services for strong identification. Follow the instructions to activate your UEF user account.

Please note! It may take several days or a even a few weeks before your registration is processed and the invitation is sent. There is no need to worry if you do not receive it immediately.

How to register as absent as a new degree student

As a first-year student you may only register as absent if you have a statutory reason for registering as absent and you must register as present and pay the student union membership fee for the whole academic year.

If you have a statutory reason for absence, you may register as absent for the semester or academic year.

When you register as absent:

  • You cannot take courses or sit exams during the period of absence.
  • You do not pay the Student Union membership fee and are not entitled to student benefits.
  • You must register within the registration period.

Steps to register as absent

  1. Log in to My Studyinfo using the same confirmation link you used to confirm your study place.
  2. Proceed to the OILI registration service and register as absent.
  3. If you are unable to use OILI, contact Student and Learning Services by email (see contact information below).
  4. Send your supporting documents to Student and Learning Services’ Customer Service (see contact information below) by email or post: registration concerning autumn semester or the whole academic year by 30 September and registration concerning spring semester: by 31 January.

Statutory reasons for registering as absent

According to the Universities Act, as a first-year degree student you may register as absent only if one of the following statutory reasons applies:

  1. You are completing military or non-military service under the Conscription Act (1438/2007), Non-Military Service Act (1446/2007), or Act on Women’s Voluntary Military Service (194/1995);
  2. You need parental leave to take care of your child following birth or adoption;
  3. You are unable to begin your studies due to personal illness or injury (your supporting documents must clearly state this).

NOTE! If none of these reasons apply to you, you must register as present for your first year.

What happens if you do not register within the registration period or you register as absent without a statutory reason

Your study right will expire if:

  • you do not register as present or absent within the registration period,
  • you register as absent but do not submit documentation proving a statutory reason by the deadline, or
  • you register as absent but do not have a statutory reason.

How to reinstate your study right

If your study right expires and you wish to start your studies later, you can apply to have it reinstated. You will need to:

  1. Pay a handling fee of 50€.
  2. Fill out the reinstatement form.

Student Union membership is mandatory for bachelor’s and master’s degree students

Student Union (ISYY) membership is mandatory for all bachelor’s and master’s degree students who register as present. See information on ISYY membership benefits (opens in a new tab). You must register as present for the whole academic year unless you have a statutory reason to registering as absent.

The Student Union membership fee is:

  • 73 € for the whole academic year
  • 36 € for the autumn semester only
  • 37 € for the spring semester only

How to pay

  • If you register online through the Oili registration service, you pay the Student Union membership fee with a credit card upon registration.
  • If you register in person or via Webropol, you can pay in advance by bank transfer using the details below, or pay with a credit card or cash at the Student Union offices (opens in a new tab). The largest banknote accepted is €50. You must pay the fee before your registration can be accepted.

Activating your UEF user account for the university’s information systems

All UEF students need a UEF user account. You need the account to, for example:

  • log in to the university’s information systems
  • use your UEF email
  • sign up for courses and exams

After you have received a confirmation email about your successfull registration, you will need to follow these steps in order to get a UEF user account (instructions are also in the confirmation email):

  1. Follow the instructions for getting a UEF user account
  2. Complete strong identification. This is a security step required by Finnish regulations.
  3. Register as an MFA (multi-factor authentication) user. MFA adds an extra layer of security to your account by requiring a second verification step (for example, a code sent to your phone) when you log in.

Your UEF user account will start working once all of the following conditions are met:

  • you have registered as present
  • your study right has started
  • you have activated the account
  • you have been strongly identified and
  • you have registered as an MFA user.

Healthcare fee for higher education students

If you are registered as present at a Finnish higher education institurion, you are entitled to use the services of the Finnish Student Health Service (FSHS) (opens in a new tab) and must pay the healthcare fee for students in higher education (opens in a new tab) to Kela (the Social Insurance Institution of Finland) by the due date.

You must pay the fee even if you:

  • are studying remotely or abroad
  • do not use FSHS services
  • do not receive Finnish student financial aid

Who does not have to pay the fee

You do not have to pay the healthcare fee if you have social security coverage from another EU/EEA country, Switzerland, or Great Britain and Northern Ireland. In this case, you must still contact Kela, and you can still use the FSHS services.

How to pay

Kela will not send you a bill. You must pay the fee on your own initiative though the Kela e-service for each academic term. The due date for is determined by the date you register as present.

Apply for a Finnish personal identity code

If you stay in Finland for longer than three months, you should obtain a Finnish personal identity code (henkilötunnus in Finnish). The identity code is important because it is used to transfer information between the university and various services. You will also need it for everyday matters such as:

  • interact with Finnish authorities
  • use the online services of FSHS, HSL and Studyinfo.fi
  • open a bank account
  • visiting a hospital or health centre

It is highly recommended that you apply for the identity code as early as possible.

Students from EU/EEA countries

As an EU/EEA citizen, you do not need a residence permit, but you should register your residency in Finland by visiting the Digital and Population Data Services Agency (DVV) (opens in a new tab) after your registration to the university is confirmed. Ask to be registered in the Finnish Population Information System and you will receive your Finnish personal identity code.

Students from non-EU/ETA countries

When you are granted a residence permit or a residence card, or when your right of residence is registered by the Finnish Immigration Service, your personal information will in most cases be automatically registered in the Finnish Population Information System. You will usually receive your Finnish personal identity code at the same time

If you did not receive a personal identity code together with your residence permit, visit the Digital and Population Data Services Agency (DVV) (opens in a new tab) during the first three months of your stay. Ask to be registered in the Finnish Population Information System – this means that you will be issued a personal identity code and your Finnish postal address will be registered.

After you receive your identity code

Once you have your identity code, it is very importat that you inform the Student and Learning Services’ customer service (contact information at the bottom of this page) so that it can be saved to the student register. You can do this in two ways:

  • In person: Visit the office and present your identity card or another document that shows your identity code.
  • By email: Contact the Student and Learning Services’ customer service and request instructions for sending the identity code in an encrypted email message. Wait for the instructions before sending your identity code – do not include the code in an unencrypted email for security reasons.

How to get a student card

Once you have registered as present and paid the Student Union (ISYY) membership fee, you can order a student card. You can choose between:

  • a plastic student card
  • a digital student card on your phone (most common)

Before you receive your student card, you can get a meal discount at the campus restaurants with a certificate of study. You will receive the certificate as an attachment in the confirmation email once your registration is complete

Registration at the university comes under the provisions of the Universities Act (558/2009).

Suspending the studies

The Unemployment Security Act’s provisions on the right to unemployment benefits if university studies are suspended for a minimum of one year have been repealed by the new Unemployment Security Act (1290/2002, Finlex database) that entered into force on 1 January 2013.

The university does not issue suspension certificates to students for unemployment benefit applications any more. You can prove the suspension of your studies with, for example, an official transcript of records.

Individuals who have demonstrably terminated their university studies, i.e. obtained a degree or given up their right to study, are entitled to unemployment benefits. Unless there is cause to believe otherwise, persons have demonstrably terminated their studies when:

  • they have graduated;
  • they have given up their right to study at the university;
  • they have lost their right to study or the right has been revoked; or
  • their studies have been demonstrably suspended for a minimum of one year.

Specialisation studies

Specialisation studies are a form of education, offered alongside degree studies and continuing professional education. They are intended for those who are in the working life, have completed a higher university degree or have otherwise acquired the equivalent competence. In universities, specialisation studies are primarily completed after a higher university degree. The extent of the specialisation studies is a minimum of 30 ECTS credits.

Specialisation studies are often offered in cooperation between two or more universities. Students are selected for a specific university (= home university) and they may also complete studies in other universities (= partner university).

Transcript of records and study certificate

The studies you complete at the University of Eastern Finland are recorded in Peppi (the student information system) and will appear on your transcript of records. The transcript shows information such as your completed courses, grades and ECTS credits. Credits are shown only after the course has been completed and graded, which may take a few weeks (for example after an exam). Please note that only passed courses are included in the official transcript of records.

If you are a student at the University of Eastern Finland or at the Open University of Eastern Finland and you have a valid UEF user account, you can:

Please note that each study right forms a separate document. You cannot combine credits from multiple study rights into one transcript.

If you need a paper transcript/study certificate or if you no longer have a valid UEF user account (degree students are able to access Peppi for 180 days after their graduation and exchange students for 180 days after their study right is finished), you can request a paper version or a digitally signed version from Student and Learning Services Customer Service (contact information below). Please also check that your postal address in Peppi is up to date. Documents are sent to the address shown in Peppi unless you provide a different address.

If you are graduating (degree students): after you have completed all required studies (including the thesis and the maturity test), you must complete a degree certificate application via UEF E-services (opens in a new tab, requires logging in). For further information, please see your faculty’s graduation instructions (opens in a new tab).

Digitally signed transcript of records and study certificate

You can download your official digitally signed transcript of records and / or study certificate from Atomi in Peppi. You can find Atomi in the top navigation after you log in to Peppi.

Before you open Atomi, make sure you have selected the correct study right under your name in the top right corner (for example, your Bachelor’s or Master’s study right). Then open Atomi and download the document. If you need documents for more than one study right, download them separately.

The documents are provided as PDF files with a digital signature that confirms their authenticity and integrity. They are available in Finnish and English. You can save the PDF file and forward it, for example as an email attachment.

Digitally signed PDF documents are official only in digital form, not as paper printouts. If the file is modified, the digital signature becomes invalid.

Digital signatures are increasingly replacing handwritten signatures and stamps. Digitally signed documents should be accepted in situations where signed and stamped paper documents have previously been required.

How to verify the digital signature

You can verify the digital signature:
  • using Atomi Validator, or
  • in Adobe Acrobat Reader (signature validation).
